The duties, duties and powers of the Executive Council shall be as follows. (b) Conducting and carrying out their work within the scope of the national education policy.

(c) Preparing annual programs, budgets, progress reports, audit reports and other proposals to be submitted to the assembly.

(d) To do other works as specified.
